Most ebook covers don’t need an image quality higher than 100 dpi because they will only be seen on a computer screen. P.O.D. (print on demand) covers on the other hand require a high enough resolution to be printed onto paper, usually 300 dpi or higher. (dpi=dots per inch of ink translated to digital pixels per inch)
If you are starting with a cover that, has until now been only used for the web, 100 dpi or less, there is very little that can be done to improve the image quality enough to be used in P.O.D. The image would have to be redone from scratch.
I have worked from my own original covers and expanded my designs to take into account the book’s spine and back cover. I have also taken a cover I did not create and made it into one for print.
Depending on the complexity of the cover I charge $20-$100 US for a P.O.D. (print on demand) cover.
I have worked closely with indie-authors to give them what they want in either P.O.D. ebook or both.
Many of the covers I create are P.O.D. Print On Demand for online printers such as Createspace.com and Lulu.com.

Arshad Ahsanuddin’s Pact Arcanum series of covers was a project requiring a cover for each of the 15 chapters.
